Welcome to Club-tC. There are plenty of very informative threads around here as well as plenty of knowledgeable people. We can help you learn, just ask anything and we will help you get the answer.

You have a good start there with the I/H/E and pulleys. You can do those in any order and they are very easy to install. As far as passing emissions, the only thing you need to worry about is with getting headers. If you look under the hood you can see the primary catalytic converter is located within a few inches of the exhaust ports, so any after market header is going to delete your catalytic converter, there by, not being able to pass emissions. With a simple trick you can fix it so you can pass though.

Determining what you want to do now really depends on what your overall goal is with the car, otherwise you may have to buy the same parts more than once.
