yeaa, thats the thing. with pretty much any speeds, if you have a loud exhaust, be ready to deal with it on the highway
but it will help you with mpg, however, with most exhausts that run a 2.5" or 3" piping, you lose low end torque, but you gain power top speed and high rpm.
