It could "spike" the HID power supply, cycling down its lifetime. The Hids on my Camry randomly won't "lite-off" when they are on and the car is started. I have to switch them off then back on to get them both on. Eventually they are not going to come back on.
First thoughts would be a type of latching relay. This relay would be driven by the ignition circuit. When the IGN is in the ON condition, the relay closes allowing the headlamp circuit to receive power. IGN in the OFF condition would open the relay effectively disengaging the power and isolating the headlamp circuit. The alarm is only active when IGN is OFF condition so this should work.
