Depending on how deep the lip is, you can tell the difference when the car is moving. The machined lip just the wheel with a clear paint on it. Chip that paint and the aluminum underneath it will begin to oxidize. It won't destroy your rim, just make it look bad. It also can have from a grooved look to a semi-smooth finish.
