It works!
I took the car to a Estrada's Custom Shop in Libertyville Illinois today and explained the problem. They found three blown 10 amp fuses, one under the hood, the other two under the dash. The shop replaced the fuses and then they reinstalled the Scion bulbs and got the parking lights, brake lights and turn signals running again. They then carefully replugged the Eagle Eyes LED plugs back into the Scion receptacles, and now the Eagle Eyes LED work fine. They explained that the new units took their grounds from the metal contacts of the bolts that held the new lenses to the Scion's metal substructure, rather than running the grounds through the wire connectors. Apparently there was a sequence in the plugging that the shop knew about but that Eagle Eyes did not provide through a set of instructions. My tC is an ' 05.
