I/H/E/P will net you 15-25 HP. If your looking for a bit more go S/C. If serious HP/Torque is what your seeking go Turbo and build up the internals of your engine and port/polish wouldn't hurt either.
A CAI will net you 2-5 HP
A Header/Exhaust will net you 10-15 <------ Most HP/Torque Gain
A Lite Weight Crank Pulley will net you maybe 1-2 HP
A TB Spacer will net you maybe 1-2 HP
A Performance Chip will net you 0 HP, don't waste your money or time

What about a NOS system and/or a piggyback with a good tune?
If my memory severs me correctly, a stock N/A VVT-i can handle a 50-75 shot of NOS. I believe in ALL throttle and NO bottle. NOS is limited as it is, you use it up your done until your refill the bottle. Plus if not used correctly it can cause costly internal damage.
A piggyback and tune, I am not sure, that question I would direct at NavyLife.

if you go NA do cams , port and polish , CAI and a piggy back. big gains and its all NA. to start
Increasing the compression ratio will net you even more but force 93 Octane on your budget.

+1 on a tune. even after installing an exhaust and getting it tuned will make a difference.
Most OEM motors have some headroom to make some power gains on a fully stock motor with some performance tuning. The 2AZ-FE is making close to it's max power level so any gains that could be made on a fully stock motor would be negligible at best (less than 5WHP. Any tuning that could be made with a piggyback would be counter acted by our ECM. In fact, it could cause a loss in power. Just a cat-back exhaust might get you 1~3WHP. Every little bit counts, so the more power adders/reclaimers that you have, the more likely that you can get more out of a piggyback tune. No matter how much you net increase in power, the ECM will soon learn and recurve it's fuel trims and ignition timing tables. So if you leave the dyno session with +20WHP, 50~100 miles later, you might be down to only +15WHP. Only a hybrid or full-standalone will give you the most net increase and keep it.

Glad to help. Just remember not to skimp on quality parts. When it comes to F/I, you really get what you pay for.
