Navy and I had this conversation before. I believe the end result was somewhere between 300-350hp. That's roughly going to be in the 8-9psi area with a quality turbo kit such as Dezod and proper engine management.
A turbo, exhaust gasses go into the turbocharger and spin it. With a supercharger, air goes in, witchcraft happens and you go faster - Jeremy Clarkson
10PSI (turbo) and 400WHP is about the max. You might be able to get more with some top secret tweaks but you are playing around in the danger zone at the aforementioned levels. A few have ventured in 12PSI and soon blew a motor. Can anyone say ZPI? Safe on the street tune is what Reds just stated.
Just to stir the pot and prove a point, my stock motor is running 15PSI on a slightly tweaked TRD S/C with no form of intercooling and 550cc injectors. Now, I am not making 400WHP, not 300WHP. The reason is the ECM is pulling timing way back. Still the ECM retards timing on a turbo is well. So what gives? Boost is boost, right? This is proof that it is not. Pressure is pressure but it is all about how it is applied. S/C builds boost linear with the engine smoothly. A turbo just dumps the prescribed dialed-in boost level very rapidly at anypoint in the powerband. That equals alot of extra stresses.
