Default Cutting the front license plate?

So here's the deal: I may be moving from Indiana to Virginia in a month or so and I've been looking for options regarding the installation of a front license plate. There's no way in hell that I'm drilling holes, so a lower grille bracket seems like the best option. At least, it did until I was in Chicago last night. I saw a tC with its front plate mounted in the lower grille. I'm assuming it was cut. I've seen several Pontiac GTOs do the same. Anyone else seen this on a tC? Is it hard to fit? Is it secure? Anyone know of laws it violates?

    Dont do it!!

Virginia is rediculous on auto laws. You will get pulled over in a hurry.

Make yourself a bracket. what I did was, got a piece of alluminum, bent it at a 90degree angel. Drilled into the underside of my bumper then attached the plate to the aluminum.

I will post pictures if you want.
