You are correct! That is Kenny Tran with the original Nitto tC from 2004 SEMA. It has been revamped from a show car to a road course track car. That is special in it's own right, but there is something there that really makes the car special. As for the part, keep guessing. BTW... ignore the powdercoat finish, it is usually the base color coat of the individual tC.
