I say yes on the air diversion panel. I have one on my tC and bought it from http://www.doctorisotope.com/. Its a great mod to pick up and adds some style and dresses up the engine bay. As far as the pullies go, I say go w/ a lite weight crank pulley from Agency or NST, do not purchase under driven. Here is what NavyLife had to say to me about the pullies:
The LW water pump pulley is the same ratio (size) so no change in speed, therefore, no change in water temps. Only with running an underdriven crank pulley would this slow down your water pump speed. At idle, this can cause hot spots, but running the motor (on the road) at RPMs above 2K should put the temps about the same. My suggestion is to not run an underdriven crank pulley. The other issue is that you would need to run the overdriven (20%) alternator pulley to compensate for the 20% slower crank speed for your I.C.E.
Get the water pump pulley as it is better looking and LW. If you are looking to get more amps at a lower RPM then you will be set. If you are looking for high performance, then you will want just a LW alt pulley but I would not suggest using an underdriven Alt pulley or a combination of underdriven crank and a regular LW alt pulley. Your battery will take longer to recharge. A combination of underdriven crank and underdriven alt will lead to alot of under voltage issues.
** If your looking to purchase pullies, this site is cheaper than NST and was recommened to me: http://www.carcandymotorsports.com/. You won't need to replace your belt, I already asked, unless its looking wore out I would replace it w/ a Goodyear Gatorback.

I am not for nor against the air diversion panels. The only con I can say is that on the tC, they do not improve airflow as the front end is already designed as an air diversion for max airflow over the radiator. If money is tight, then you might want to put this mod on the back burner. It does dress up the looks so if money is not tight, then go with Cadence's suggestion and go with a quality piece that won't get beat up, warp, or corrode on you.
Though you can't really see the pullies, upgrading to LW pullies pays dividends in engine efficiency. Well worth the bones. Good bang for the butt dyno.
