i recently painted my gauge cluster to match the exterior of the car (bcp) and i was thinking of painting the clear plastic over the gauges a transparent yellow so this is where i need everyones help should i go with it or not

Get a yellow tint and put it to see if you'll like it, that way its reversible.
What is the reason that you want to do that?

I wouldn't paint the clear plastic over the gauges especially since it would need some prep work for the paint to stick well, like I'm sure you did for the waterfall area. I'd use a film like CiscoInATc mentioned.
That is the best overall advice. Not sure of the purpose. Might be a cool effect for car shows.

id suggest a yellow vinyl or something instead of painting it, so it will be easier to remove if you don't like it in the future!
I agree w/ the group, buy a yellow vinyl, similar to the stuff they use on head lights to tint them.
