Not necessarily, it could also be due to under-inflated tires or in need of an alignment,

I would have the vehicle looked over just to be on the safe side. See if an alignment is needed as well.

Alignment, worn bushings, and struts can be to blame. More often or not, I have seen this problem from either a poor balanced tire are from a cheap tire. If the cupping is not too bad, you can get your tire balanced. It is the cheapest place to start. If balancing was the problem and the cupping is not too severe, the tire will wear evenly back square.

While the tire is off to be balanced, the under carriage can be inspected for worn bushings, worn struts, our any damage. Has there been any recent bad potholes or bumps that you remember?

Could be the upper strut mounts are worn, the outer tie rods are bent/worn, sway-bar endlinks damaged, sway-bar bushings worn, or even the outer CV joints could be bad. Diagnosis can be tricky. At what speed is the noise happening, and are the wheels straight or turned?

Could be the endlinks to the swaybar. Upper strut mounts usually making a single click noise when turning the wheel from lock to lock. This can be easily tested with the car stationary. CV joints usually start out with multiple, even a clicks to pops (depending on severity) with the wheels turn quite bit. Happens on smooth and bumpy surfaces but only when the wheel is being turned. If it makes noise while driving straight, it is about to go out. Can check by driving in tight circles @ 10MPH in reverse at full lock in one direction and then another. If the CV joints are bad you will, again, hear from clicking to popping based on the severity of the wear. Be sure to do this in a big empty parking lot and not in front of an Officer. There may be a City Ordinance against doing slow donuts in reverse. :)

None of the tests are snake-oil, shade-tree actions. What you are doing is putting the front suspension in maximum binding which puts as much stress as possible on the components. Don't worry. You are not putting the suspension parts thru anymore stress than what the parts are designed to handle.
